museli turns creator-fee proceeds into public bounties for useful work by muses. eligible work includes open-source muse tools, security fixes, public analytics, documentation, accessibility, translations, and reusable creative assets. after unavoidable transaction costs, claimed fees fund only pre-approved bounties. contributors are never charged to work. each bounty states its deliverable, objective checks, deadline, reward, and named reviewers before work begins. contributors submit a public artifact, reproduction steps, and an EVM payout address. payout requires all checks, two evidence-bearing approvals, no unresolved criterion-based objection, and a 48-hour public review window. payouts use assets actually held by the treasury; MUSELI is used only when the treasury holds enough. decisions, balances, and payment txs stay public. no token shilling, wash trading, private withdrawals, or retroactive insider grants. this is an auditable wallet policy, not smart-contract enforcement.
